Criteria for Small Projects 2010
The Embassy has a limited budget for small scale and short term projects in Rwanda. This budget is available for projects that concern poverty reduction (PKP-ODA) and projects that concern the strengthening of ties between Rwanda and the Netherlands without a poverty reduction theme, for example cultural and communication projects (PKP Non-ODA).
ODA projects
The conditions and criteria for proposals are:
- The duration of the proposed activity should not exceed 12 months and the proposal has to be submitted to the Embassy in French, English or Dutch.

- The requested amount per proposal should not exceed 16 million FRW.
|
- The activity has to contribute to poverty reduction efforts in Rwanda
|
- The proposed activity should fit within the national policy regarding poverty reduction
|
- The proposal must be submitted and executed by an organisation, not an individual
|
- The organisation is only eligible for Dutch PKP-funding once every 5 years
|
In the proposal the following issues need to be addressed:
| | - the overall objective of the activity
|
| | - the results to be achieved by the activity
|
| | - the proposed project period
|
| | - description of the organisation that is going to execute the project
|
| | - description of the capacity of the organisation related to the execution of the project
|
| | - total costs of the project and amount requested from the Embassy
|
| | - description of other donors (if applicable)
|
| | - contact person, address, bankaccount number etc. of the organsiation
|
| | - the proposal has to be accompanied by a budget, a liquidity planning and activity planning/time frame. The currency to be used is FRW
|
Non ODA (Cultural and other)
The conditions for proposals are the same as for the ODA projects, with some exceptions:
- The objective and results of the proposal have to contribute to the strengthening of mutual relations between the Netherlands and Rwanda/Burundi for example in the field of culture

- The maximum requested amount per activity should not exceed 12 million FRW
|
General remarks
- The deadline of sending in the proposals is 31 January 2010.
|
- The Embassy makes a selection among the submitted proposals and informs parties before 15th March 2010. The Embassy has a right to turn down proposals without further discussion.
|
- Payments will be made in two disbursements: 80% of the total budget will be disbursed after the signing of the contract. The remaining amount (based on a liquidity plan and with a maximum of the remaining 20% of the total budget) will be disbursed after reception and approval of the intermediate narrative and financial report, to be received before 30 September 2010.

- The final report must be received before 31 January 2011.
|
- Under the conditions of the funds, no travel expenses for study or participation in workshops, courses, classes or meetings of members of the organisations of execution can be financed.
